- Remove loose outer leaves from the cabbage and chop the flesh.
- Add cabbage to boiling water. After two minutes, the outer leaves will fall off. Remove with tongs and place on a clean kitchen towel to cool.
- Leaves will continue to fall for about a minute. Remove 14 leaves and cool on a kitchen towel. Save the leftover cabbage for another use.
- Meanwhile, sauté the onion in olive oil until translucent.
- Preheat oven to 350 degrees. Spray a 9x13 inch baking dish with non-stick cooking spray.
- When the cabbage leaves have cooled, cut off the tough inner stems.
- In a medium bowl, combine raw beef, rice, fried onion, 1/2 tsp. salt and pepper.
- Coat each cabbage leaf with about 1/3 cup beef mixture. Roll up into a burrito and place seam side down on the prepared pan.
- In a medium bowl, combine the tomato sauce, beef broth and paprika. Lay on the doves.
- Cover tightly with aluminum foil. Boil 1 hour.
